Usage of City Facilities

By December 2025: Complete a comprehensive plan for City facilities and properties that would be utilized for City business operations post COVID-19 including the City Hall campus, Indiana Shops, and other appropriate satellite facilities to ensure optimal usage of space


In order to support City services, additional space will be needed to accommodate the needs of employees. Currently, City Hall is near capacity, the Annex is fully occupied, and other City facilities are at or near capacity.  As a result of the Pandemic, we need to reevaluate the use of City facilities. 

The purpose of this study will be to evaluate the entire City Hall campus, including the Post Office facility, to develop a proposed use of the City Hall campus space.  The comprehensive study will also include looking at additional space requirements for storage of Police evidence.

When complete, the Public Works Facilities Team will present the comprehensive study to City Council and the Leadership Team.


The City rigorously updates and improves its facilities, technology, and equipment in order to protect assets, provide the tools needed to serve customers, and to leverage these assets to support efficiency in service delivery. 

With City Hall campus facilities nearly fully occupied, it is necessary to plan and prepare for how City offices and facilities will expand to accommodate future growth. 

By planning now, City teams can understand how to best utilize space, what role the current Post Office property can play in future plans, and allow for the exploration of various options for campus layout and use.  


City teams continued to work within a hybrid framework during 2021 to ensure City services were delivered without interruption. It is imperative to consider how City facilities are being utilized today and in the future. Studying space utilization in 2022 and beyond, will assist in developing the comprehensive plan for City facilities.
