Annual Community Survey

By June 2022: Develop and launch an annual behavioral community survey focusing on access to City services, civic engagement and overall wellbeing of the community to fully understand quality of life in Arvada


The Arvada Community Survey is conducted every other year, and functions as a consumer report card for the City by providing residents the opportunity to rate their satisfaction with their quality of life, community amenities, and local government. The survey gives residents an opportunity to provide feedback to the City government on what they believe is working well and what is not, and to communicate their priorities regarding community planning and resource allocation. The survey invites your opinions about how the City uses tax dollars, how safe you feel in the City and your neighborhood, and how you perceive Arvada as a place to live, among a number of other areas of interest. This information is critical to the City’s understanding of the current and future needs of Arvada residents, like you.

In the 2019 survey, we added several questions to help us better understand how people want to engage with the City and the extent to which people feel included. For the first time since the survey's inception in 1997, respondents had the option of selecting a Spanish-language version of the survey and were able to respond to the survey via email. Additionally, at the conclusion of the statistically-valid phase, a second phase made was available to a larger cross section of our community via Speak Up Arvada.


As a high-performing organization we value feedback from our community. This feedback is utilized to streamline and enhance City services. 


The Community Survey has traditionally been conducted once every two years, and 2021 would have been in line with the bi-annual approach. Additionally, a City Council strategic result milestone includes implementing an annual survey moving forward. 

However, the team has paused the community survey process this year for several reasons. First, the team faced significant challenges with the City's current vendor.  Challenges included difficulty in meaningfully benchmarking our results with other peer cities, including Baldrige cities. Second, with the global pandemic and shutdowns of 2020 along with public safety incidents and general contentiousness of dialogue within the community in 2021, the team was not confident the results of a 2021 would be reliable or useful as a method to measure performance over time.

As a result, the team decided to pause the community survey in 2021 and focus on the results of supplemental surveys and community engagements to understand community sentiment, such as CED's economic development surveys and neighborhood surveys. We are also focused on engaging a new survey vendor for 2022 and implementing an annual survey moving forward. A proposed project timeline for this project includes the following phases:

  • Complete market research by Oct. 31. 2021, to identify potential alternative vendors
  • Finalize an RFP by end of November
  • Select vendor in January 2022
  • Finalize survey by April 2022
  • Implement by June 2022

The team will make a recommendation to retire the strategic result and create a new one in 2022 following implementation of the new survey tool.
